Entry rules in response to coronavirus (COVID-19)

Entry and borders

Upon arrival, all foreign nationals are required to provide proof of health insurance that covers COVID-19 observation and treatment for the duration of their stay. Insurance must be purchased from a company registered in Ukraine or a foreign company that has a representative office or an insurance partner in Ukraine.

From 5 August 2021, all foreign nationals must also provide proof of one of the following in order to enter Ukraine:

• A negative PCR test, taken no more than 72 hours in advance of their arrival in Ukraine.
• A rapid test for COVID-19 antigens (RAT), taken no more than 72 hours in advance of their arrival in Ukraine.
• An official document confirming the receipt of a full course of vaccination against COVID-19 with vaccines included in the WHO list of approved vaccines for emergency situations.

Ukraine’s State Border Service has said that the document confirming vaccination can be in digital or paper form and must contain:

• the full name and surname, date of birth, gender, citizenship, passport or ID card number, and signature of the recipient of the vaccine;
• the name of the vaccine, date of administration, name of the producer and serial number;
• the name of the illness against which the person is vaccinated
• the signature and stamp of the doctor who carried out the vaccination.

Demonstrating your vaccination status from the UK is not formalised for entry into Ukraine, so you should follow alternative advice for entry into Ukraine. Your NHS appointment card from vaccination centres is not designed to be used as proof of vaccination and should not be used to demonstrate your vaccine status.

These requirements do not apply to children under 12 years of age.

It is not possible for non-exempted foreign nationals to take a PCR test once inside Ukraine, or self-isolate, in order to avoid the requirement for a pre-arrival negative PCR/RAT test or prior vaccination.

Quarantine requirements

From August 5, 2021, citizens of Ukraine and all foreign nationals over 18 years old who have not been vaccinated against coronavirus and cross the state border to enter must install the Vdoma mobile app, which monitors self-isolation, and undertake to begin self-isolation 72 hours after entry. During this time, the person will be able to undergo PCR testing or perform a rapid test for antigen – in case of a negative result, self-isolation is not used.

If within 72 hours from the moment of crossing the border the negative test result was not received, the person must isolate for 10 days in the place specified during the authorization in Vdoma. It is also possible to stop self-isolation early, having received a negative result of the PCR test or the express test for antigen.

Unvaccinated citizens who travel from Russia or India (including in transit), and have been on their territory for more than 7 days in the last 14 days, will have to adhere to self-isolation for 14 days and will not be able to take a test in Ukraine to avoid or reduce self-isolation.
