Key Provisions of Normative Ordinance No. 615

 

Prohibited Payment Methods:

  • Credit Cards: Banned to prevent players from incurring debt through gambling activities.
  • Cryptocurrencies: Prohibited due to concerns over transaction anonymity and potential money laundering risks.
  • Cash and Cheques: Restricted to enhance transaction traceability and reduce fraud.
  • Payment Slips (Boletos): Excluded to ensure real-time transaction monitoring and compliance.

The rationale behind the ordinance:

  • By limiting payment methods to those under the purview of the Central Bank, the government aims to improve monitoring and enforcement of anti-money laundering (AML) and know-your-customer (KYC) regulations.
  • Restricting credit card use helps prevent players from accumulating gambling-related debt, promoting responsible gambling practices.
  • The prohibition of anonymous or less traceable payment methods, such as cryptocurrencies and cash, reduces the risk of fraud and financial crimes within the gambling sector.
