Breaking Down Brazil’s Regulations: Key SBC Summit Rio Panels to Watch

Regulatory Overview: Inside Brazil’s Game-Changing Law

This panel will bring together key people who played a big role in shaping Brazil’s new regulations. They’ll share behind-the-scenes stories, talk about what’s happening in the market right now, and explore what’s ahead for anyone interested in what Brazil has to offer.

The speakers include Senator Irajá Abreu, Senator of Tocantins, Brazil and Carolina Yumi, Deputy Secretary of Prizes and Betting, Brazil’s Ministry of Finance.

Senator Irajá Abreu has been key to advancing gambling legalization in Brazil. As the rapporteur of Bill 2,234/2022, which proposes legalizing land-based casinos, bingo halls, and jogo do bicho, he has strongly advocated for modernizing the nation’s gambling laws. His efforts emphasize the industry’s potential to create 1.5 million jobs and attract over R$100 billion (US$17 billion) in investments.

Brazil’s Ministry of Finance plays a pivotal role in regulating and overseeing gambling activities by establishing legal frameworks, issuing licenses, collecting taxes, and combatting illegal operations. It ensures gambling practices are fair, transparent, and socially responsible while promoting consumer protection. 

The panel will be moderated by Martin Lycka (SVP for American Regulatory Affairs and Responsible Gambling, Entain).

The Future of Licensing: Updates and Guidance

The session will be moderated by Leonardo Benites, CEO of Propane, an iGaming-focused marketing agency.

Our experts will break down the different licensing options available—state, municipal, and federal. They’ll explain the key differences, talk about the challenges, and dive into the controversies. 

The debate over state, municipal, and federal licensing is critical because it directly impacts how businesses operate, who has the authority to regulate and tax them, and the level of complexity involved in entering Brazil’s market.

At the state level, unique rules and taxes can benefit local operators but complicate national expansion. Municipal regulations add further fragmentation, creating extra hurdles. A federal approach simplifies navigation and supports nationwide growth but comes with more oversight and potentially higher taxes.

Speakers include Plínio Jorge (President, ANJL), Filipe Alves Rodrigues (Lawyer and Founder, Brazilian Institute of Sports Law – IGE), Amilton Noble (CEO, HEBARA), Waldir Marques (Director of Regulatory Affairs LATAM, WA.Technology), and Luiz Felipe Maia (Founding Partner, Maia Yoshiyasu Advogados).

This panel brings together some of the most experienced people in Brazil’s gaming industry. ANJL, a key association in gaming and lotteries and it has been deeply involved in pushing for regulation. Hebara has been running state lotteries for decades, so they know the ins and outs of the market better than anyone. IGE recently launched a course on sports betting and online gaming after Law 14,790 passed, giving them a fresh perspective on how the industry is evolving. Waldir Marques (WA.Technology) has spent years helping shape Brazil’s gaming regulations, drawing from his time leading CAIXA Loterias S.A and working with the Ministry of Finance. The discussion will be moderated by Luiz Felipe Maia, a gaming law expert who knows how to keep the conversation focused, clear, and interesting for everyone.
