Decoding Brazil: What the Data Says, and Where SBC Summit Fits In

SBC Insights’ Brazil Betting Outlook 2026 identified the challenges shaping one of betting’s most important regulated markets. Here’s how SBC Summit can help attendees navigate them.

It’s been 18 months since Brazil’s regulated betting market came into force, and in that time, the landscape has shifted dramatically. 

The question is no longer whether Brazil can stand as one of the industry’s most significant markets; that much is clear. Instead, attention is now turning to what sustainable success looks like in reality, against the backdrop of regulation, taxation and increased political scrutiny. 

That shift is captured in SBC Insights’ recently released report ‘Brazil Betting Outlook 2026: One year into regulation’.

Based on research with executives at SBC Summit Rio, alongside operators and regulators actively involved in the Brazilian market, the report examines the regulatory pressures, operational hurdles and opportunities shaping the sector following its first full year under regulation.

When looking at the SBC Insight report, one of the biggest concerns for industry professionals is regulatory uncertainty.

While Brazil’s regulatory framework is now established, its first 18 months have brought significant change. This includes debate around retroactive taxation, an increase in the GGR tax rate to 18% and advertising restrictions during the 2026 World Cup, contributing to a market that stakeholders continue to view with caution. 

The result is that around 37% of respondents expressed some degree of concern around regulation, while 65.3% identified the taxation model as the sector’s biggest operational challenge.

However, with 46.8% of participants stating ‘regulatory clarity’ as the answer to determining Brazil’s success in the next two years, the report highlights the crux of the problem. 

“The current challenge is not the existence of regulation itself, but its consistency and predictability.” 

These concerns sit at the heart of the conference panel, ‘Brazil Unfiltered: What Leaders Actually Think’. 

The dedicated Brazil session will explore the realities of operating under the new framework, including taxation, advertising controls, licensing and payments. As the report goes on to say, the mood around expansion is no longer unrestrained optimism, but one of ‘patience and adaptability’.

Asked to assess the balance between consumer protection and commercial viability, respondents produced an average score of just 3.12 out of 5.
